A meeting of the Developmental and Reproductive
Toxicant (DART) Identification Committee was held on December
4, 2002, at the Employment Development Department, Auditorium
in Sacramento, California. Below are the presentations made by staff
of California Environmental Protection Agency's Office of Environmental
Health Hazard Assessment (OEHHA). The segments of the agenda covered
by this material include the "Consideration of a Chemical Known
to the State to Cause Reproductive Toxicity," "Consideration
of Chemicals, Listed Via the Authoritative Bodies Mechanism, For
Removal From the List," "Consideration of Designation
of the Center for Evaluation of Risks to Human Reproduction as an
Authoritative Body," and "Consideration of Requests for
Expedited Review for Subsequent Listing of Perchlorate and 1-Bromopropane."
The DART Identification Committee determined that
diuron had not been clearly shown to cause reproductive toxicity;
therefore, diuron is not added to the Proposition 65 chemical list.
The Committee determined that bromacil lithium salt should remain
on the Proposition 65 chemical list as known to the state to cause
reproductive toxicity, specifically for the endpoint of developmental
toxicity for which it is already listed and in addition, for male
reproductive toxicity. Several supplementary slides were presented
to clarify issues raised by commenters and are denoted with an *
below. The DART Identification Committee also designated the National
Toxicology Program (NTP) as an authoritative body solely as to final
documents released by the NTP's Center for Evaluation of Risks to
Human Reproduction. As to the consideration of the expedited review
of perchlorate and 1-bromopropane for subsequent listing, the Committee
asked OEHHA to take perchlorate out of the usual prioritization
process order and to prepare a draft hazard identification document
(HID) as resources are available. In addition, the Committee asked
for a written progress report in six months on the status of development
of the HID and other regulatory actions involving perchlorate. The
Committee found no basis for expediting the review of 1-bromopropane.
Therefore, 1-bromopropane will follow the usual prioritization process
as described in the May 1997 document, "The Procedure For Prioritizing
Candidate Chemicals For Consideration Under Proposition 65 By The
'State's Qualified Experts.'"
