A meeting of the Carcinogen Identification Committee (CIC) was held on November 16, 2006, at the California Environmental Protection Agency Headquarters Building in Sacramento, California. Below are links to the slide presentations made by staff of the California Environmental Protection Agency’s Office of Environmental Health Hazard Assessment (OEHHA) and invited guest speakers, as well as those made by members of the public. In addition to the slide presentations made by members of the public that are included below, several other members of the public presented oral comments during the meeting.

Dr. James Cogliano of the International Agency for Research on Cancer was an invited speaker who presented on the guidelines used by that agency to evaluate the carcinogenicity of chemicals. Presentations on hormonally mediated carcinogenesis were made by invited speakers Dr. Leena Hilakivi-Clarke of Georgetown University and Dr. Paul Foster of the National Institute of Environmental Health Sciences.

The CIC determined that vinclozolin should remain on the list of chemicals known to the state to cause cancer. Vinclozolin was originally listed “as causing cancer” under Proposition 65 in 1999 based upon an evaluation of its carcinogenic potential by the U.S. Environmental Protection Agency, a Proposition 65 authoritative body. That agency downgraded its finding of carcinogenic potential, making vinclozolin a candidate for removal from the list. The CIC evaluated the evidence of the carcinogenicity of vinclozolin and found that the chemical should remain on the list.

OEHHA received a petition to expedite the listing consideration of perfluorooctanoic acid (PFOA) as a chemical known to the state to cause cancer. As stated in the prioritization process document, “Process for Prioritizing Chemicals for Consideration under Proposition 65 by the State’s Qualified Experts,” finalized in December 2004, the Director of OEHHA has the discretion to abbreviate or modify the prioritization process. In consultation with the Chair of the CIC, PFOA was placed on the agenda for discussion of the petition to expedite its consideration. Following an open discussion, the CIC provided a split recommendation to OEHHA as to whether PFOA should be expedited or not. Since the November 16 meeting, Dr. Joan Denton, Director of OEHHA, has decided not to expedite the consideration of PFOA for listing. Dr. Denton’s decision is explained in her December 6, 2006 response letter to the counsels for the petitioners.
