The Safe Drinking Water and Toxic Enforcement Act of 1986 (more
commonly referred to as Proposition 65) was a voters initiative
passed in November 1986, and became effective on January 1, 1987.
Proposition 65 requires the Governor to publish, and update at least
annually, a list of chemicals that are known to the State of California
to cause cancer or reproductive toxicity. For the chemicals that
are listed, "clear and reasonable" warnings are required
12 months from the effective date of listing and must be given prior
to exposing any individual to the listed chemical (Health and Safety
Code Section 25249.6). Warning regulations were adopted in Section
12601 of Title 22 of the California Code of Regulations to clarify
and/or interpret the provisions of the statute. These regulations
are frequently requested from the regulated community and as a service
are being made available here. A complete set of the regulations
governing the implementation of Proposition 65 are available for

calling (800) 888-3600 or writing to 50 California Street, Nineteenth
Floor, San Francisco, California 94111. Please request Division
2 of Title 22 of the California Code of Regulations, beginning with
Section 12000 and ending with Section 14000.
