The California Environmental Protection Agency's Office of Environmental
Health Hazard Assessment (OEHHA) is the lead agency for the implementation
of the Safe Drinking Water and Toxic Enforcement Act of 1986 (Proposition
65).
The Carcinogen Identification Committee (CIC) of OEHHA's Science
Advisory Board advises and assists OEHHA in compiling the list of
chemicals known to the State to cause cancer which is mandated by
Health and Safety Code Section 25249.8. The Committee serves as
the State's qualified experts for rendering an opinion as to whether
a chemical has been clearly shown, through scientifically valid
testing according to generally accepted principles, to cause cancer.
On June 12, 1998
(California Regulatory Notice Register, Register 98, No. 24-Z),
OEHHA requested information in relation to the preparation of draft
hazard identification documents on six chemicals to be considered
by the CIC. The 60-day data call-in ended on August 11, 1998. No
information or data were received. Two of the six chemicals (2-aminofluorene
and 4-amino-2-nitrophenol) were considered by the CIC at their December
10, 1998 meeting and were identified as clearly shown to cause cancer.
2-Aminofluorene and 4-amino-2-nitrophenol were added to the Proposition
65 list on January 29,
1999.
The draft hazard identification documents on the other four chemicals
are currently available and are entitled: "Evidence on the
Carcinogenicity of Bis(2-chloro-1-methylethyl) ether", "Evidence
on the Carcinogenicity of 1-Chloro-4-nitrobenzene", "Evidence
on the Carcinogenicity of Estragole", and "Evidence on
the Carcinogenicity of Trichloroacetic acid". Copies of the
draft documents are available from the Proposition 65 Implementation
Office and may be requested by calling (916) 445-6900. The
documents are also available through the Internet. This notice marks
the beginning of a 60-day public comment period. Comments should
be submitted in triplicate and directed to:

In order to be considered, comments must be received at OEHHA by
5:00 p.m. on Tuesday, September 14, 1999.
OEHHA will organize and index the comments received and forward
the information to the CIC members at least two weeks prior to the
meeting at which the candidate chemical will be considered. The
next meeting of the CIC is scheduled for October 7, 1999. The meeting
will begin at 10:00 a.m. in Training Room A, Elihu Harris
State Building, 1515 Clay Street, Oakland California, and will last
until all business has been conducted or until 5:00 p.m.
Hazard Identification documents finalized on December 30, 1999
Note: The final hazard identification documents report in the preface
the final action taken by the Carcinogen Identification Committee
at its meeting on October 7, 1999. Typographical corrections may
have been made to the document, but the technical content of the
documents is the same as that released as draft on July 16, 1999.
