The California Environmental Protection Agency's Office of Environmental Health Hazard Assessment (OEHHA) is the lead agency for the implementation of the Safe Drinking Water and Toxic Enforcement Act of 1986 (Proposition 65).

The Carcinogen Identification Committee (CIC) of OEHHA's Science Advisory Board identifies chemicals for addition to the list of chemicals known to the State to cause cancer, which is mandated by Health and Safety Code Section 25249.8. The CIC serves as the State's qualified experts for rendering an opinion whether a chemical has been clearly shown, through scientifically valid testing according to generally accepted principles, to cause cancer.

On September 3, 1999, OEHHA made available the draft Criteria for Identifying Chemicals for Listing as Known to the State to Cause Cancer that was developed by the CIC. The draft criteria were an agenda item at the October 7, 1999 meeting of the CIC. Oral comments were received at the meeting. In addition, the Chair of the CIC extended the written public comment period to November 2, 1999. Written comments were received and forwarded to the members of the CIC for their consideration.

The CIC has revised the draft criteria in response to many of the comments. The revised criteria are available from the Proposition 65 Implementation Office by calling (916) 445-6900 or through the Internet at the following address: http://www.oehha.ca.gov. The revised draft criteria will be an agenda item at the November 16, 2000 meeting of the CIC. This notice initiates a 30-day public comment period for the revised criteria. The CIC prefers that information be presented in writing prior to its meeting so that it can give due consideration to the material. The Chair requests that written comments be succinct and limited to two single-sided pages. An opportunity to provide brief oral comments will be provided at the November 16, 2000 meeting. The CIC expects to discuss and act on the criteria at the November 16, 2000 meeting.
